We do NOT want to extend our contract with Alltel, but my husband would really like a smartphone. Has anyone purchased an unlocked phone and had it activated on Alltel? Do they charge for this service? Have you had any problems?

There is no such thing as an unlocked phone for Alltel. Unlocked phones are referring to GSM model phones that use sim cards. Often times people who purchase unlocked phones have issues with accessing data on their phones. Alltel, however, is not a GSM provider and does not use sim cards, so an unlocked phone would not work. Your husband does not have to sign a contract, he just has to find a place that will sell the phone to him at outright pricing. Cheaper smartphones can be found outright at around 400, many will cost more then that however.
