I have 2 phones and numbers on my plan. They are the same kind of phone. If I have insurance only for Phone A. I drop and damage Phone B. If i order a new phone as if I had dropped phone A, and send back B instead, will they be able to tell?

yes. insurance is at the service (phone number) level. the device of record for that phone number will be replaced

Not to mention that what you are wanting to do would be insurance fraud.

And before you ask, they would notice if you switched sim cards, because the phones serial number is also in the records.
