I think so if you go to a real Verizon store.I work at Wal-Mart at the Connection Center and if you brought in a verizon phone wanting a plan to activate we couldn't do it for ya UNLESS by some chance you had one of the phones we sold. At Wal-Mart we can only activate phones we sell but can order from expanded inventory but that takes a few days. I know from experience because I had a prepaid Motorola V235 from Cingular (now AT&T) and went to get a brand new contract and insisted that I keep my v235 and they just stuck the SIM card in it and I was on my merry way! I later got the LG CU 400 six months later.

And if you bought a phone from somebody and want the prepaid service, confirm that the phone is compatible for pre-paid.
