Try a new battery, sometimes if the battery is totally shot, it will not turn on. Take it too a dealer and see if they'll try it first, hate to have you buy a new battery and have that not be the problem.

IF the phone simply will not turn on, as McGirk stated, a new battery is the first option. I would check with your service provider's retail store since most phones have a one year warranty on the battery and it may be able to be replaced at no charge.
Other than that, a warranty exchange on the hanset may be necessary if it is still within the first year, however, a warranty exchage phone is going to be a refurbished phone. all wireless carriers handle warranty claims this way.
Also, you could get in touch with Motorola since they are the manufacturer and ultimately the one who stands behind the warranty.

You'd be better off buying a phone outright, I've spoken to many people who sent their phone back to Motorola, several months later they'll get the phone back with nothing at all done to it. Not saying this will happen every time, but I have heard of it often enough to be wary.
