Waiving activation fees?

Has anybody been able to successfully have AT&T reduce/waive activation fees when signing up as a new customer?
And has anyone had any luck in an AT&T store (or via phone) in having them reduce the cost of a phone, again, as a new customer?
Or am I better off using letstalk or wirefly to get a better rate on a phone?
Thanks!

be careful of 3rd party vendors. some have a second contract ETF 200 - 250.00 if you cancel before 6 months.
some stores (corporate and/or dealers) will waive the activation fee. if they do get it in writing
otherwise shop and compare
