My katana II has just started doing this maybe a month or 2 ago. I'll look at the phone 1 time (lets say i have 4 bars). then within a second it will drop down to zero bars, and then maybe 5 seconds later it will go back to having 4. The phone does this at random times of the day -- and its not like im moving the phone around or covering it when this happens.
This would also happen with my samsung A920 back in 2006.
does anyone know why this would happen?

It might be possible that there is a new tower program that you need to get. Alltel and Verizon phones start to act a little funny if they don't have the newest program. Essentially program tells the phone which towers are available, and if a few new ones have been added in the area, your phone will not be able to use them until it has the newest program. This is a little oversimplified, what you need is the newest PRL. That is my guess at least.

To be honest, on Sprint, I am not sure. I would head to the nearest Sprint Corporate location and see if they have that information.

OTA means.Over The Air.sprint is updating the roaming list in your area so you wont be on roaming right away.this actually helps in maintaining your signal.have you dropped your phone lately?

Yes i have dropped my phone before, numerous times. And i was thinking that could be one of the reasons it was happening. But since it happens more often in certain areas, i wasnt sure what to think.
And im doubting the fact that they are updating the roaming in my area because this has been happening for quite a while, and like i said, in all different places at random times. This did not happen to me from about november 07 (when i got my phone) till probably around april or may 08
hmmmm.

Alltel and Verizon do theirs over the air as well, but you manually tell your phone to do it. Seems like there might be a way to manually tell your phone to update it's roaming.

What i can suggest is if you have insurance in your Sprint phone.Have it checked coz as what you have said you have dropped your phone lots of times as well. There might be some electronic components inside your phone that needs fixing.
To avoid your phone in going on roaming, you can try going to the settings of your phone and choose roaming menu. From there change it to sprint only. The effect is you can't receive or make a call if you're outside sprint coverage. The good thing is you can avoid being charged roaming charges and eventually you won't get a high bill.
