are you premerger ATT?

if you are not sure look at your sim. if the first 4 digits are 8931 you are if they are 8901 you arent



if you are you dont have media net service. you have mmode where the portal can be restricted



if you have 8901 as the first 4 on the sim your profile needs to be fixed.
