Although my brothers A717 will show 4 bars of 3G service, he is unable to make or receive calls. Is there a way to disable 3G service or limit it to just EDGE without having the phone unlocked?

Page 91 in the user guide tells you what to do, go to your service providers CORPORATE store (not a reseller) or call your provider and ask to talk to a tech on a walk thru on how to accomplish this.
That seems only to be about connecting to the internet, this phone also does voice over 3G and that is the setting that I want to change.

I don't think it's possible to do that. If it is at all, a good tech from your service provider will be able to tell you if you can do that. Try to call from a phone other than the one you are going to try and work on so you can do things as you are on the call to the phone.
