I have a mobile device application that a user can get to on their iPhone or other wireless device at a website URL. They can enter data via a form in this mobile application. I log their IP address when they submit the form. Can I tell what cell tower they are closest to when they filled out the form? Or can I tell within a 25 mile radious?
I Doubt It. sounds like what you wanna do may be illegal

most most cellphone that go onto the internet have to go throught a proxy server on that cellphone provider so you would not be getting the handsets ip address and cellphone ip address are dynimic not static
