Dropped calls, Dead battery? I'd appreciate the help

Hello. This isn't anything too horrible, but tends to be slightly annoying.
Right now I'm away from my boyfriend who lives in Washington. We talk on the phone everyday.
His service provider is at&t (Obviously.)
I'm not here to rant or complain. I'd just like to know a few things out of curiosity.
At times we'll be talking, and the phone will go silent and by now I know that means that his phones battery has either died, or the call has been dropped for one reason or another. His phone normally rings five times before reaching his voicemail.
At times after the phone is acting wacky, and has either died, or dropped our call (as previously stated) I'll call back. If the phone call was just dropped he'll usually pick up.
But if the phone has died it rings only four times as opposed to the normal five. I'm curious as to why this happens. I no longer own a cell phone, but to the best of my knowledge phones with dead battery's have always taken me directly to the voicemail when I attempt to call them.
Why does it take four rings for this to happen with this particular phone. When the phones battery dies is the phone completely off?

the voicemail is independant of the phone. meaning its a netwiork function not a phone function. the standard delay time is 20 seconds. which normally equates to 4-5 rings. and yes if the device is off it **should** go directly to voice mail.
not knowing how the device is used or how old it is or what it is makes things a little difficult. from what I can gather its sounding like a registration error. try powering down the device. wait a few seconds and power back on. try an out bound call. the call the cel. if there are any difficulties after that call customerr care at 18003310500 and report your issue. it also could be a network problem

I'm sorry, What I was saying was normally the phone rings five times when I attempt to call him before it reaches his voice mail.
After the battery has died , if you call the phone, the phone still rings. As opposed to say.it going strait to the voicemail. Which I always assumed phones did after the battery has died.
I apologize if you understood what I was saying, and I still repeated my self.
Additional information:
Another thing the phone tends to do, is not give those warning beeps before the phones battery dies.
I'm pretty sure His phone is a motorola slvr l2.

given that info it is most likely the battery. it **may** have enuf juice to keep the power on the circuit board but not enuf to trigger the ringer.
Or maybe the sudden drop makes the network think the phone is still on and active?

not sure about at&t specifically but with t-mobile we can set the delays anywhere from 25-35 seconds (via back end software) before going to voicemail, or there is the star/pound code to do it yourself.
