Purchasing Cell Phones from retailers and not providers

I am searching for a new phone for my husband as an early Valentine's gift. We live in Galveston and our options on the island here for great, new to the market electronics are a bit limited due to the hurricane in December.
I have spoken to several people (even internationally) that purchase phones from online retailers such as Cellhut and even Silkfair. The prices seem too good to be true. Should I be cautious? What questions should I ask?
Also what suggestions would all of you have for steps to take when purchasing from an online seller to ensure that the product is new, in great condition and then activate the service?
I am a novice at purchasing outside cell providers, and thought this forum could help.

All I can say is please read the fine print when your purchase from a retailrs versus the service provider. So you know what you are agreeing too

It's all so nerve wracking. Seems that the sellers have good records.
