The straight answer, strictly speaking, is no. You can use any BlackBerry (make sure it is a CDMA BlackBerry for Verizon compatibility) without a data plan, but you will not be able to use any data functionality (such as e-mail, internet, et cetera) without paying the per-use fees.

This only applies if you purchase your BlackBerry from a third party. If you purchase a BlackBerry directly from your carrier, they will require you to sign up for a data plan.

The same applies for any PDA-type phone.

With the blackberry devices on VZW, no, you cannot remove the data plan. And with the HTC Diamond, the same. $29.99 minimum data plan required

This is completely untrue, VZW requires you to have a data plan with a blackberry device. It's part of an agreement they have set up with RIM. In the past data plans were able to be removed by reps but they weren't supposed to be, which ended up causing problems later on for the customer when the plan readded itself. Now the system is supposed to be set up to where the plan can not be removed by anyone on a blackberry. Also, with any pda device released on or after nov 14, 2008 requires and email and web plan for $29.99 at this time.

My apologies - I didn't realize that Verizon had a specific deal with RIM regarding canceling plans.
