is it possible to send a text from my email in the us to someones at&t phone in the uk?
if so, how?

Yeah I do this all the time. I have a cousion that lives in mexico and he has telcel as a mobile provider. His email is his number number@telcel.com and it only charges him like a text.
My email for att is mynumber@cingular.com, So i just write like that and it counts for me as a text and him as a text.
