Lately I have found myself in need of a mobile telephone, and have been looking at what the cheapest options are.

There are unlocked GSM phones on ebay, and elsewhere, that I presume would work fine with the AT&T network, but I understand that there is a SIM card that contains the information used to actually connect to that network.

If I buy an unlocked phone on ebay, and go to an AT&T store, will they give/sell me the SIM card for the pay as you go plan?

If not, and I also buy a SIM card on ebay, will they program the SIM card that I have purchased to function on the pay as you go plan?

The particular phone I'm looking at is the Motorola F3.

yes. but its easier just to go to best buy or walmart.

Well in my past experience, i just asked for a prepaid sim card, signed up for a number, and the sim card costs $30

the OP does not have a device.

he wanted the least expensive option.

your option will work well if you already have a device.

if you do mine is better if you just want a basic phone
