Harassing calls not appearing on monthly statement

My friend is receiving harassing phone calls from a debt collector on her cell phone. Her service is through AT&T Mobility. The "866" number appears on her caller i.d. but does not appear on her monthly itemized bills. There is no record on her phone bill of this debt collector calling her. They call at all hours of the day and night. She needs proof to file a FCC complaint but without records, it's her word only. AT&T Mobility has told her the debt collector blocks their numbers from appearing on their records. How can this be?

its called caller id spoofing. she can get the connection records but it will involve a subpeona
